103 This chapter explains the case study selection process, relocation policies, recent developments, and lessons learned for each of the six displacement load cases selected for this project. Identifying and Selecting Case Studies Transport policy makers are often interested in implementing policies that create situational change to achieve a variety of benefits, including relieving congestion, reducing road erosion, reducing emissions and economic development. To help develop successful paradigm shift policies and projects, a better understanding of the factors influencing successful paradigm shift and the roles that public policy can play in the process is required. The objectives of this exercise are to identify policies for change in the general situation, examine what contributes to their success or failure, and draw lessons learned. To compile a list of policy-supported projects promoting paradigm shift, the research team used knowledge of paradigm shift projects across the country, internet research and literature review, and interviews with subject matter experts. In 2014, the project selection methodology for case study development was developed and implemented. The study selected the following six examples: • Albany Express Barge Service • Palouse River and Coulee Rail System • Heartland Corridor • Crescent Corridor • Chicago Area Environmentally Efficient Transportation (CREATE) Program - Truck Route Management and Mitigation Research Community in 2018 the research team revisited each case study to examine how well the policy or project worked over time as the project matured or completed. The research team left the results of the original case studies intact and presented the results of the updates in two two-part conclusions. The first part of the conclusion focuses on developments since the original case studies, while the second part highlights the lessons learned. This chapter consists of three main sections. The first section documents the methods used to identify case study projects. The second section describes the methodology for selecting a sample.
